The Commission's Comprehensive Land Use Plan, first adopted in the mid-1970s, establishes policies to guide the Commission's work and is the basis for the Commission's regulations. The current version of the plan, adopted in 1997, represents the third complete update of the plan.
The Commission is charged with planning for future growth, not just reacting to it. For this reason, the Commission's plan is regularly evaluated and updated in order to look back at trends and determine their effect on the jurisdiction and its values, and to develop a future vision of the jurisdiction. Given the increasingly changing conditions and priorities of the Commission and its jurisdiction, as well as the significant amount of time a plan revision typically requires, the Commission staff has already initiated work on the next plan revision. The staff anticipates a new version of the plan in 2007.
This portion of the Commission's web site is reserved for updates and status reports relating to the ongoing revision of the plan.
Public Participation and Process
Public comments or questions can be directed to LURC's maine office in Augusta (call 207-287-2631 or email lurc@maine.gov) at any time during this process.
The Commission anticipates the process of developing a new Comprehensive Land Use Plan to take several years, and has set a goal of adopting a new plan in 2007. During this time, the Commission will provide many opportunities for public participation. The major steps of the Commission's revision process are as follows:
1. Topic-specific Commission panel discussions (ongoing). The Commission will host a series of topic-specific panel discussions and invite speakers to share their thoughts on a variety of topics (such as nature-based recreation, conservation easements, wildlife and fisheries resources, coastal islands, and affordable housing) in order to inform the Commission and its staff about the various issues facing the jurisdiction.
2. Preliminary discussion drafts presented to the Commission (Spring 2006 - Winter 2006-07). The Commission's staff will develop preliminary drafts of sections of the plan to present to the Commission as discussion documents. These early documents, based on the topic-specific panel discussions and staff research, will provide an opportunity for the Commission to discuss issues, raise questions for further research, and give early feedback to the staff. The Commission's staff will continue to modify these discussion documents in response to Commission comments, ongoing research on the jurisdiction's land use patterns, and comments from public workshops and hearings (see below).
3. Public workshops (Winter 2006-07 - Spring 2007). The Commission's staff will host a series of informal public workshops to present a preliminary draft of the Comprehensive Land Use Plan and discuss the major concepts of the plan, answer questions about the revision process, and gather informal public feedback on the draft and the issues facing the jurisdiction. The Commission's staff will revise the preliminary draft in response to information gathered from these workshops and ongoing staff research, and prepare a draft plan for formal public hearings.
4. Public hearings (Summer 2007- Fall 2007). The Commission will host formal public hearings to gather oral and written testimony from the public regarding the draft Comprehensive Land Use Plan. A formal public review and comment period will also be established. After the close of the hearing record, the Commission's staff will evaluate public comments and modify the draft plan as appropriate.
5. Commission decision (Summer 2007 - Fall 2007). The Commission's staff will present a final draft of the Comprehensive Land Use Plan to the Commission for decision.

Patterns of Change Report - Planning Decisions, Inc., of South Portland was retained by the Commission's staff to analyze changes in land use and land ownership in the jurisdiction, as background for the 2007 Comprehensive Land Use Plan. The findings of the consulting firm's research are summarized in a report entitled, "Patterns of Change: Three Decades of Change in LURC's Jurisdiction". There will not be a presentation or discussion of this report on June 6th. This report was provided to the Commission for reference and future discussion.
